Not quite a talking QR code but a website called QR voice that allows you to type in 100 words or less and then generate a QR code. When the code is scanned a digitised voice reads the message to you as an audio file.
Could be really useful to give an instruction or reminder, provide the definition of a word or a summary of a page.
